
Thanks in large part to Hurricane Floyd, September 1999 was the wettest September on record in the Northeast. Precipitation for weather stations across the twelve-state region averaged 7.16 inches, which is nearly double (199%) the monthly normal. Several spots near the coast received in excess of 12 inches of rain during the course of the month. The states of Maine and Vermont each averaged over 8.5 inches of rain for the month, for their wettest Septembers on record. The state of Connecticut averaged 10.50 inches for their second wettest September on record. Delaware and New Jersey averaged 10.13 and 9.39 inches, respectively, for their second wettest Septembers as well. Rainfall associated with Hurricane Floyd (September 15-18) alone totalled over 8 inches in a corridor running from western Connecticut through the lower Hudson Valley and northern New Jersey, and into northern Delaware. The month's heavy rains did not cover the entire region, however. Extreme western New York, parts of western Pennsylvania and the western half of West Virginia all reported below normal precipitation amounts for the month.
September 1999 was also quite warm, especially in northern portions of the region. The area-weighted average temperature for the region was 2.5 degrees warmer than normal. Maine recorded the largest departure at 7.2 degrees warmer than normal, for their third warmest September on record. Vermont also reported its third warmest September with a departure of 4.4 degrees. Maryland and West Virginia were the only states to report below normal temperatures for the month at -0.3 and -1.2 degrees, respectively.
